As Owner, Developer and Construction Manager, RMA Development secured Special Use Permits and Planning Board Approvals for the construction of the 45,000 SF building.

Meet The Developers


  • CEO + President, RMA Developers

    Ralph Rossi has over 30 years of construction, real estate investment, development and property management experience. Ralph is responsible for acquisitions, project planning, entitlements, financial analysis, design development and construction management.

    Ralph has founded several real estate and construction companies, including RMA Development, a local real estate development and management company focused on opportunistic real estate investments, value-add turnaround projects and the development and managing of multi-family rental apartments. Ralph’s specific experience is in developing constrained in-fill sites and environmentally sensitive projects. Ralph is well versed in the NYS Brownfield Program and its utilization of tax credits to assist environmentally challenged sites. Ralph is also Managing Member of the Gateway Fund, a qualified Opportunity Zone Fund based in Port Chester, NY.

    Ralph holds a B.S. in Engineering and graduated valedictorian of Mechanical engineering from Manhattan College. Upon graduation, Ralph was awarded the prestigious U.S. Department of Energy Fellowship and obtained a M.S. in Environmental Engineering and Management from Cornell University. Ralph is a licensed New York State Professional Engineer (PE). Early in his career, Ralph authored and taught various courses at the New York University (NYU) Real Estate Institute while working as an Engineering Consultant in New York City.


  • President, M&S Iron Works

    Philip Spagnoli is a Croton on Hudson resident with over 18 years of construction, real estate development and property management experience. Philip owns and operates several real estate development and construction companies. The focus of his business is ground up construction utilizing architectural and engineering expertise to achieve the greatest balance between owner profitability and community enhancement.

    As its president, Philip directs the operations of two (2) construction companies, M.S. Iron Works and M.S. Contractors. M.S. Iron works is a structural steel fabricator and installer that specializes in erecting complex steel/concrete structures in markets ranging from Brooklyn to Albany, NY. M.S. Iron Works, Inc. holds certifications with the AICS (American Institute of Steel Construction) and AWS (American Welding Society). M.S. Iron Works has been in business for 46 years. A few of the most notable and recent projects include working with The Tappan Zee Contractors at the Mario Cuomo Bridge, The Hackley School, Rippowam Cisqua, and the Harlem Academy.

Meet the Designer
Behind The Hudson

Joss Citrone Coyle is the founder and principal designer of Coyle & Coyle Interior Design, a boutique firm based in Croton-on-Hudson. A long-time local resident, Joss brings over 25 years of experience to her work, with a portfolio that spans the Tri-state area and beyond.

She holds a degree from the New York School of Interior Design (NYSID) and a B.A. in Art History from Fordham University. Known for her ability to translate a wide range of styles into elegant, livable spaces, Joss strives to realize each client’s unique vision with warmth and sophistication.

Joss collaborated closely with the developer to design the interiors of The Hudson, thoughtfully crafting spaces that reflect both timeless design and the ease of modern living.  As the designer behind The Hudson’s interiors, Joss Citrone Coyle brings an intimate understanding of each residence’s architectural character and flow. 

Buyers will have the exclusive opportunity to collaborate with Joss to further personalize and elevate their living spaces—whether through furnishings, custom finishes, or curated design enhancements. This optional service allows homeowners to carry the refined aesthetic of The Hudson seamlessly into their everyday lifestyle.
